Little achieved by US intervention in Bosnia, Iraq
Michael Averko writes:
Bosnia received more money per capita than any country in Europe under the Marshall Plan and an international administration with dictatorial powers Erich Honecker would have envied, yet the country's various ethnic groups still argue over the same constitutional arrangements they were arguing over before we even got there. Kosovo at one point had received twenty-five times more international aid than Afghanistan, yet a recent EU report suggests that precious little has been achieved there in terms of establishing an independent judiciary and the rule of law. The U.S. inspector general for Iraq reconstruction's final report claimed that the $60 billion spent had had only "limited positive effects," and much of it had simply been wasted due to corruption.

February is the month when new initiatives are announced. Everyone has sobered up from New Year and is still not thinking about spring or summer holidays. I went to a large number of interesting gallery openings and other events in the second half of the month. Possibly the most extravagant of these was the Seventh Moscow Binenniale Photo Exhibition, put on by the Multi-Media Art Museum, Moscow, in co-operation with the city government and some commercial sponsors.

RUSSIA IN CONTEXT - BETWEEN A ROCK AND A HARD PLACE
> The equity market continues to be driven by external events and news flow. Russia, like many other EMs that are deemed to be most at risk from slowing global growth, is considered a fringe investment theme and will remain so until the threats overhanging the US and EU are reduced.
Is China more democratic than Russia?
Asking the question, ‘who is more democratic, Russia or China’? is in some ways like asking the question ‘who is more feminine, Sylvester Stallone or Arnold Schwarzenegger’ writes Ivan Kravtsev in Open Democracy. We can spend some time comparing bicep sizes, and we can speculate about their gentle souls, but Russia and China are essentially two non-democracies, the writer says. The average Chinese or Russian may today be wealthier and freer than any time before, but neither country can satisfy a minimalist definition of democracy, i.e. competitive elections with uncertain outcomes he writes.
